Jaycee Horn was born on November 16, 1999, in Alpharetta, Georgia, USA, to his parents Joe Horn and Niesha Brown. As mentioned earlier, his father, Joe Horn, was a former NFL wide receiver who played for teams such as the Kansas City Chiefs, New Orleans Saints, and the Atlanta Falcons during his career. His mother, Niesha Brown, is also an athlete and former track and field star at Tennessee State University.

He attended Alpharetta High School in Alpharetta, Georgia, where he played football and excelled as a cornerback. During his high school career, he recorded 48 tackles, 8 interceptions, and 10 passes defensed in his senior year.
